6TH WORLD CONFERENCE OF SPEAKERS OF PARLIAMENT:
MALAYSIA STANDS FIRM ON MULTILATERALISM, URGES GLOBAL
ACTION TO END INJUSTICE IN PALESTINE
GENEVA, 30 July – YB Tan Sri Dato’ (Dr.) Johari Abdul, Speaker of the House of Representatives, today delivered a keynote address during the General Debate of the Sixth World Conference of Speakers of Parliament in Geneva, under the theme “A World in Turmoil: Parliamentary Cooperation and Multilateralism for Peace, Justice and Prosperity for All.”
In his speech, Tan Sri Johari proposed three concrete measures to strengthen the role of global legislative institutions: institutionalised dialogue between the Inter-Parliamentary Union (IPU) and the United Nations Security Council; the establishment of rapid-response mechanisms during global crises; and the development of parliamentary oversight guidelines on artificial intelligence and emerging technologies.
He reaffirmed Malaysia’s firm position in defending an international system grounded in the rule of law, principles of justice, and the strengthening of parliaments as independent and resilient pillars of democracy. As President of the ASEAN Inter-Parliamentary Assembly (AIPA), Tan Sri Johari underscored ASEAN’s commitment in contributing to global discourse through its regional experience in peaceful dispute resolution and inter-parliamentary diplomacy.
Tan Sri Johari also drew attention to the worsening conflict in Palestine, calling for an immediate, comprehensive and unconditional ceasefire in Gaza. He reiterated Malaysia’s consistent support for the establishment of an independent and sovereign State of Palestine. In this regard, he urged parliaments around the world to speak out against the injustices that violate humanitarian principles and international law, and to ensure accountability for such violations.
In line with his participation at the Sixth World Conference of Speakers of Parliament, Tan Sri Johari also attended the High-Level Meeting on "Upholding the UN Charter and International Law to Ensure International Peace and Security," hosted by the Islamic Parliament of Iran. The meeting brought together parliamentary leaders from around the world to exchange views on the role of legislatures in strengthening the international legal order.
During the session, he voiced Malaysia’s support for global efforts vis-à-vis the UN to uphold justice for the Palestinian people. He also called for reforms to the UN Security Council’s structure, including the review of veto powers in humanitarian crises. As the President of AIPA, he reaffirmed Malaysia’s commitment to the “ASEAN Way,” based on dialogue and diplomacy, and urged global parliaments to proactively defend multilateralism, the rule of law and global justice.
On the sidelines of the conference, Tan Sri Johari held bilateral meetings with several international parliamentary leaders, including H.E. Rolando Gonzalez Patricio, President of the Latin American and Caribbean Parliament (PARLATINO); H.E. Valentina Matvienko, Speaker of the Federation Council of Russia; H.E. Dr. Mohammad Bagher Ghalibaf, Speaker of the Islamic Parliament of Iran; H.E. Shalva Papuashvili, Speaker of the Parliament of Georgia; and H.E. Syed Yousaf Raza Gilani, Chairman of the Senate of Pakistan. These engagements provided opportunities to exchange views on strengthening inter-parliamentary diplomacy, expanding ASEAN-global cooperation, and supporting a more equitable and inclusive international system.
Malaysia’s participation in this conference reaffirms the vital role of parliaments not only at the national level, but also as pivotal entities in shaping more strategic, inclusive and responsive global cooperation.
